In 2002, FBI Agent Raymond (Chiwetel Ejiofor) is working the counter-terrorism beat in Los Angeles with Jess (Julia Roberts), while lawyer Claire (Nicole Kidman) has just arrived in the city, catching Raymond's eye. While keeping tabs on mosque activity, Raymond and Jess encounter a murder during their surveillance routine, only the victim is Jess's teenage daughter. Flattened by the discovery, Jess retreats to deal with her grief, but Raymond remains dogged in his quest to find the killer, uncovering Marzin (a dreadful Joe Cole), a local creep the FBI is protecting as a source. In 2015, Raymond returns to L.A. with new leads on Marzin, trying to persuade Claire, who's now the District Attorney, to reopen Jess's case and make critical arrests. Unable to persuade her to find justice, Raymond takes the law into his own hands, embarking on an investigation to nail Marzin for his crimes, while Jess remains in the shadows, unsure what level of justice she requires to reclaim what was lost.
