Michael Douglas is an idealistic judge who's fed up with having to release rapists and murderers due to legal loopholes and technicalities until he discovers 'The Star Chamber' - a small group of powerful men who have decided enough is enough. Meeting behind closed doors in the utmost secrecy, they decree their own punishment for the guilty who have slipped through the system without paying for their crimes.
