Code 46

In the near future, privileged classes live 'inside' cities, while non-citizens barely exist in the vast desert, 'outside'. Travel is restricted to those with special visas, and when forgeries surface, investigator Geld (Tim Robbins) travels to Shanghai where he meets Maria (Samantha Morton) and breaks one of society's harshest laws: Code 46. Shot mostly in Shanghai, Winterbottom's subtle, realist future is at once fantastic and mundane.
