In the early 1980s, hard-drinking Texas Congressman Charlie Wilson (Tom Hanks), known for his addiction to pork-barrel projects, spearheads a massive covert operation to help Afghani rebels defeat the invading Soviet army. Charmed by the overtures of a Houston socialite (Julia Roberts), Wilson pursues the project with idealistic vigour. Based on true events, director Mike Nichols' satirical drama co-stars Philip Seymour Hoffman.
